Michael Barnett serves as Counsel in Powers Pyles Sutter & Verville's Healthcare and Government Relations and Public Policy practices.

As a healthcare attorney and lobbyist, Michael has over a decade of experience advancing Medicare, Medicaid, and disability policy, with particular expertise in post-acute care and medical rehabilitative services. He represents national provider, manufacturer, and disability organizations before Congress and federal agencies, focusing on coverage, payment, and access to assistive technologies and medical rehabilitation services and devices.

Michael co-coordinates three national coalitions managed by Powers—the Independence Through Enhancement of Medicare and Medicaid (ITEM) Coalition, the Coalition to Preserve Rehabilitation (CPR), and the Habilitative Benefits (HAB) Coalition—collectively representing over 200 national organizations dedicated to protecting and expanding access to care for individuals with disabilities.

He has helped lead successful advocacy campaigns to secure Medicare coverage of seat elevation systems in power wheelchairs and continues to work with policymakers to expand coverage of standing systems and other advanced medical technologies. His portfolio also includes coverage expansion for anti-obesity medication under the Medicare and Medicaid programs for individuals with mobility impairment, protecting access to orthotic braces and prosthetic limbs, addressing prior authorization abuses in Medicare Advantage, advancing physician payment reform, and safeguarding clinically complex supplies from harmful competitive bidding policies.

Michael is known for his strategic, bipartisan approach and his ability to translate complex regulatory and legislative developments into actionable policy solutions for clients.
