Powers is pleased to announce that its drug pricing practice has recently recruited Brad Lang to join the firm as Counsel. Brad’s practice will focus on health law and policy, specifically in the areas of drug pricing, reimbursement and the 340B Drug Pricing Program.

Brad has more than twelve years of experience at the Health Resources and Services Administration’s Office of Pharmacy Affairs administering the 340B Drug Pricing Program. At OPA, Brad provided broad policy support on 340B implementation issues and both developed and wrote published guidance and proposed regulations governing use of the program.

His twelve years of experience at OPA touched on virtually all aspects of administration of the 340B Drug Pricing Program. This experience included engaging in 340B-related policy development and coordination, making eligibility determinations, responding to inquiries from Congress and other parties, evaluating the compliance status of program participants, and overseeing the audit process.

Additionally, Brad has served as an Attorney Advisor in the Administrative Law Branch of the U.S. Department of Health and Human Services’ Office of General Counsel. There he gained experience in government information law including the Privacy Act, Freedom of Information Act, Federal Advisory Committee Act, and other areas involving government transparency and public access to information.

Prior to this, Brad served as a civilian Attorney Advisor for the Center Judge Advocate, William Beaumont Army Medical Center in El Paso, Texas. At WBAMC he investigated medical malpractice claims filed pursuant to the Federal Tort Claims Act, negotiated settlements, and provided litigation support to the Assistant U.S. Attorney for cases in Federal District Court.

He graduated from Duke University School of Law in 1995 and received a Master’s in Public Health from Uniformed Services University in 2004. He earned his bachelor’s degree in Government and Philosophy at Dartmouth College. Brad is admitted to practice in the District of Columbia.
