The Hill’s Top Lobbyists list recognizes the achievements of corporate lobbyists, hired guns, association leaders, and grassroots activists who utilized their expertise and connections to make a significant impact in the nation’s capital in 2024. Determined by one of the country’s largest and most esteemed political news outlets, “ The lobbyists on this list are some of the best in the business and have been go-to advocates during a year defined by unprecedented political events, legislative logjams, federal spending cut crusades and big rulemaking swings by the outgoing Biden administration.”

Julie Allen boasts three decades of lobbying experience in Washington, D.C. She has represented various entities, including companies, associations, foundations, and others, on a wide array of healthcare and broader policy matters. Her clientele includes specialty pharmacies, pediatric dentists, life sciences companies, medical device manufacturers and suppliers,  and diagnostics companies, as well as disease and patient advocacy organizations.

Peggy Tighe concentrates her practice on lobbying, coalition building, developing, and executing grassroots campaigns, and coordinating media relations. A captivating and engaging speaker, she delivers congressional and policy updates on topics such as prior authorization, the 340B Drug Pricing Program, Ryan White Clinics, organ transplantation policy, cancer early detection, genetic screening, and mental health.

Michael Barnett focuses on healthcare policy and advocacy, with nearly a decade of experience advancing policies that improve access to care for individuals with disabilities and those requiring rehabilitation services. He has led efforts to secure Medicare coverage for vital technologies, including power wheelchair seat elevation systems, and has contributed to policy advancements in prosthetics, Traumatic Brain Injury care, and urinary catheter coding. As co-coordinator of the ITEM, CPR, and HAB coalitions, Michael represents key organizations, ensuring access to essential rehabilitative services and devices.
