Kathleen provides policy guidance, legislative, regulatory, and legal advice for corporations and non-profit organizations, including primarily healthcare facilities and cultural entities. She focuses her practice on federal appropriations, the acquisition of federal, state and private grant funding for hospitals, federally-qualified health centers, museums and others. She represents diverse entities that partner with local municipalities, educational institutions, Native American communities and affiliated networks.
Kathleen comes to Powers with extensive experience working on Capitol Hill, as well as with federal agencies and private law firms. Most recently, she was a partner at two different Washington, D.C. firms, where she provided policy guidance and legislative advice to advance her clients’ interests. Prior to her law firm experience, she worked on Capitol Hill for Senator Henry M. “Scoop” Jackson and Senator Edward M. Kennedy. She also worked for nearly seven years with Senator Robert Byrd on matters involving budget and appropriations, as well as trade law, economics, judicial nominations, the constitutionality of proposed legislation, and Senate procedure.

Kathleen’s arrival follows the recent additions of Jeremy Scott and Julie Allen as Senior Directors of Government Affairs, further expanding the group’s government relations and public policy capabilities.
