Powers Principal William von Oehsen spoke at the 13th Annual 340B Winter Conference held in San Francisco February 1 through 3.
The three-day event, hosted by the 340B Coalition, featured several educational sessions focused on recent trends in audit findings, new compliance challenges/solutions, and new federal and state Medicaid policies and their impact on 340B stakeholders. The conference also focused on how the new administration and a new Congress could affect the 340B Program.
Bill served on the panel for the session titled “340B Ceiling Price Calculations & Manufacturer Civil Monetary Penalties,” which focused on HRSA’s recently published final rule regarding 340B ceiling price calculations and civil monetary penalties for manufacturers that knowingly and intentionally overcharge covered entities for 340B covered outpatient drugs.
Additionally, Bill served as the moderator for the “340B Policy and Compliance” session, which focused on the audit authority of 340B manufacturers and how covered entities should respond to manufacturer communications that inquire into their 340B drug use.
Bill has been involved with the 340B Program for more than 25 years. He played a key role in helping to enact the program in 1992 and to expand the law in 2010 under the Affordable Care Act. In 1997, he helped organize the 340B Coalition, which now represents a dozen national organizations whose members comprise virtually all of the safety net providers participating in the 340B program.
